Second Planet added to Outreach

Add a second planet to the Outreach Overmap map which is automatically persistent and open for players to colonize.

This one is a bit touchy. Planets are extremely laggy. So we're gonna need testing. I remember that some people were against it.

Huh, Do you have any idea why planets are laggy?

How big are they? Maybe they are a bit too big?

This will need investigating. Exoplanet stuff was made a bit faster, so we may be able to do something about that. We'll see. Saving time is probably gonna be the main limiting factor here.
