Create a script in Porting to merge dev perldeltas into the new stable perldelta

It would be nice to have a script that merged all the dev releases perldeltas into the perldelta for the stable release.

This of course, does not preclude the editorial work that absolutely needs to be done by the release manager. It makes their job easier.
