Release current Storable to CPAN (because of new booleans)

With the new boolean support it's not possible anymore to use Storable to exchange data between an old pre-5.38 perl and 5.38-or-newer. A possible workaround is to compile Storable for the older perl using the bleadperl sources. But of course it would be better if the current Storable would be released to CPAN.

(I think it would also be good to add an option to Storable to not dump booleans. Probably this would be another global $Storable::... variable. But this should be discussed in another issue.)
