perl-5.38 compilation error (regcomp.o and lib/auto/re/re.a(re_comp.o) conflict)

which repeatedly mentions perl 5.30, but you are reporting about 5.38. Something amis there.
Building static libraries is one possible build mode. Since you havent shown us the actual build options you used it is hard to say what is going on.
I think there are two problems here. One is that you're using 5.30 settings and patches with a 5.38 release, this is causing a bunch of confusion. As a consequence of that Configure apparently gets so confused that it thinks you're on a system without dynamic linking and builds a static perl, running into the issue fixed by ba6e2c38aafc23cf114f3ba0d0ff3baead34328b.
As a side-note: posting your errors in Russian is not terribly helpful, few of us can read it.
I think the -V output is from his system perl, not from the perl he's trying to build.
While it mentions debian in a few places, debian hasn't shipped 5.30 as a system perl, but ubuntu has in focal (20.04LTS)
From the errors you may have configured perl with one set of options, then configured again with different options without cleaning the tree.
@AlexeiKharchev could you please build from a clean extract of the perl source, and if you still have a problem, attach the contents of config.sh?

I expect -Uusedl works in blead because of ba6e2c38aafc23cf114f3ba0d0ff3baead34328b, but unfortunately it doesn't handle the case where perl is dynamic, but re is built statically.
5.38.0 fails to build with duplicate symbols with
./Configure -des -Dusedevel -Uusedland also with./Configure -des -Dusedevel -Dstatic_ext=re.I expect

regcomp.c - decompose into smaller files
This splits a bunch of the subcomponents of the regex engine into
smaller files.
regcomp_debug.c
regcomp_internal.h

That commit made the conflicting functions non-static when they were static before, which allows them to conflict between the objects always generated for the perl binary and those normally generated for the re loadable object.
I expect the solution is to rename these functions via macros when building re and the perl binary isn't being built with -DDEBUGGING.
For simplicity we could always rename them in re, but that means we have duplicate code in the perl binary (-Uusedl/-Dstatic_ext=re builds) or between the perl binary and re.so (typical builds.)

That looks like you're using perl-cross instead of the usual configure. That may have to be fixed too.
Thank you, for some reason I overlooked that in the build setup. I was able to compile by patching the Makefile now. Unfortunately the resulting executable segfaults in various places.

The core top-level Makefile generated from Makefile.SH calls make_ext.pl to produce the extension Makefile and to compile and/or pm_to_blib the extension.
The perl-cross Makefile spams creating extension Makefiles without reference to them being static or dynamic.
I think it could be fixed in perl-cross by providing separate $(patsubst %,%/Makefile,$(fullpath_static_ext)) and $(patsubst %,%/Makefile,$(fullpath_dynamic_ext)) rules to build the makefiles that provide the expected LINKTYPE.
This issue seems distinct from the original core build issue - using a different build system - and probably should have been a separate issue.
Thanks for the explanation. I was able to build a functioning static perl5 with the in-tree Configure script now. I still needed the to set AR to x86_64-unknown-linux-musl-ar in the produced Makefile, because -Dar=... didn't do that, but that is a minor issue.

If -Dar=... doesn't work for you, you might want to try -Dfull_ar=...
Note that I'm using the core Configure not configure.gnu and not the perl-cross configure.
I had to do both, -Dar=... and do the replacement afterwards. Doing only either one of those lead to the wrong command in different places. I also tried -Dfull_ar=..., but it didn't solve the problem. I'm also using ./Configure now.
