[FO4] - Local Grid non-functional

Steps to re-produce:

Find a building built on a local grid, Shift + Q to select its local grid and CTRL + D a kit piece to duplicate it, then move the piece. It will not move on the local grid that has been selected, even if you hit G to toggle the local grid alignment.
