Registration does not require verification, can view ticket history

Since there's no verification required for new users, if you register as an email that has already submitted a ticket, you can view their ticket history by guessing their email.

To reproduce:

1. Submit a new ticket via /submit
2. Create a new account via /auth/register with the same email address you just opened the ticket with
3. Sign in with the new account
4. Go to Tickets:
