Add support for `ControlledQubitUnitary`

It seems that ControlledQubitUnitary is not supported on device qulacs.simulator and as a result, we get pennylane.\_device.DeviceError: Gate ControlledQubitUnitary not supported on device qulacs.simulator That would be great if we could support that.
