Figure out z-index in the main menu

I used some nonstandard z-index to make the submenu that's active appear over the others and so on.

This is not problematic exactly but it was very nice when every z-index in the site matched the elevation. Can we re-jig the menu so that it doesn't need these z-indexes, or is it something we have to do?
