PeerDB stats reached 49 Gigs causing DropFlow to fail

peerdb_stats | cdc_batch_table            | table | permanent   | heap          | 49 GB      |

We need to:

  1. Check why was cdc_batch_table able to grow to such a huge number
  2. Introduce batch deletion during DropFlow or maybe have regular cleanup jobs that clean this up
