Clickhouse peers stopped working

Version peerdb: stable-v0.27.8

At some point, a message appeared in the logs: " failed to get destination connector: failed to open connection to ClickHouse peer: failed to ping to ClickHouse peer: dial tcp 10.128.10.21:9000: connect: connection refused "

Pererdb restarting (docker compose restart) did not give the desired result. The Clickhouse server is available from all containers and when creating a new peer for Clkickhouse there are no connection errors. How to understand what the problem is and how to solve it?
