VectorMergingService is broken

Unfortunately, I did not succeed at fixing this regression, so it will have to be looked into the next patch release.

As far as I can tell, there are some vectors that are not getting switched to the merged platform.

Please document the nature of the failure - was this a transaction boundary issue?
