Remover page doesn't always close itself.

What steps will reproduce the problem?
1. Create a new window.

What is the expected output? What do you see instead?
The Remover page should automatically remove itself, instead it stays open. Occasionally,
it will even remove tabs that it shouldn't!

Please provide any additional information below.
This is especially noticeable when undoing an action that causes multiple windows to
open at once.
