Support request: support basic html formatting tag

Supports basic html tags such as <b> and <i> (and even <a>) to put in place some formatting into rule descriptions.

Example Plan AD backups based on Microsoft standards. These standards depend on the Operating System. For example with the wbadmin utility: <i>wbadmin start systemstatebackup -backuptarget:d:</i>
