docs: development guidelines unified in English and naming conventions updated

You have previously MERGE at https://github.com/PatrickJS/awesome-cursorrules/pull/9#event-15082245951, but we have updated the following points and made a PR again.

  • Changed the development guidelines for Flutter from Japanese to English (other files are also in English, so we have unified them).
  • More detailed description of naming conventions.
