% Increased Effect of Non-Damaging Ailements on Enemies from Gem not working

% Increased Effect of Non-Damaging Ailements on Enemies granted by Unbound Elements seems to not properly work. When the gem is off, I have a Shock Effect Modifier of x 2.1 and shock effect of 52.5% (Max shock is 65% due to mastery). When the gem is turned on, the Shock Effect Modifier correctly goes to x 2.64 but the shock effect stays the same. If I use the same wording of the gem in the custom configuration everthing works as expected.

I know the gem says it affects only supported skills so I made sure that I selected the correct skill in the calculations tab. This error seems to be present in the new 3.26 tree only, as I made the PoB yesterday with the 3.25 tree and there it works as expected.
