Add some region and endregion comments

Add folding helpers for CalcDefence.lua, CalcOffence.lua, ConfigOptions.lua, ModParser.lua to help navigation within them. Mostly used existing comments for the region labels.

Description of the problem being solved:

Usage (IntelliJ IDEA):

Code -> Folding -> Expand All to Level -> 1
