Shrines multiList

built ontop of #8200 (so merge that one first)

Adds support for configuring shrines on the config tab using the new multiList, this doesnt actually add support for any new shrines, as I had experimented a bit with exporting and handling them but decided not to do that for this PR due to some comments, and will let those be done with a more generic buff export/handling rework
