Add support for Defiance of Destiny Gain before enemy hit

Description of the problem being solved:

Adds basic support for Defiance of Destiny Gain before enemy hit This works in most cases but undervalues the mod for high ehp characters due to losing effect through speedup The mod is also disabled by "DisableEHPGainOnBlock" config (also fixes the issue linked above which occurs becouse its red/unsupported text)

Steps taken to verify a working solution:

Add defiance of destiny into a build, confirm mod is disabled when DisableEHPGainOnBlock config is configured
