Make Custom Modifiers input resizable + Add reusable component

#6044 Adds a resize button to the "Custom Modifiers" input component under the configuration page.

Description of the problem being solved:

The "Custom Modifiers" input is rather small, and even smaller when the scrollbars display.

A short video of it I made it stick to it's original width and the height i arbitrarily limited to current height + 40 lineheight.

There is the option to right click the button to maximize/minimize it.
