Path of building launch error

How is Path of Building expected to behave?

PoB actually launches.

How does Path of Building behave?

When i launch PoB it only shows me the screen shot i have attached below. when i hit enter it shows me the second screenshot attactched i dont know how to fix the issue, i have uninstalled and reinstalled, uninstalled deleted all remaining files on my computer and reinstalled and this is the same error showing up.

Your settings file is likely stored in OneDrive. You can either right click on the file and set "Keep on this device" or try using the portable version.
