What is the behaviour ingame?
No issues in game just with POB nothing else.
What is the behaviour in Path of Building?
My CPU jumps from 30 degrees to 60+ while watching just at the tree in POB.

What CPU usage are you getting and what are your system specs. High CPU usage is not too surprising considering PoB does a lot of fairly complicated calculations.

it should do the calculations on change. there is no sense at all of constant realtime calculations.
i have this bug too. running on linux. it consumes up to 100% on one core.

Possible Solution
I managed to fix this issue by using a different SimpleGraphic.dll from : https://www.reddit.com/r/pathofexile/comments/80vp4r/pob_fix_high_cpu_usage/
When using this dll the CPU load is near 0% even when the window is focused. Only moving the skill tree causes a higher load what is ok for me.
