Implement "Quicksilver Flasks you Use also apply to nearby Allies" mod on Victario's Flight

Description of the problem being solved:

Implements new mod (as of the launch of 3.19 kalandra) on Victario's Flight:

Quicksilver Flasks you Use also apply to nearby Allies

Minor tweaks to the way flasks are handled.

Potential TODO:

• Generalize application of flask mods to better support future party play tab.

Do these mods apply to flask also apply to minions? And if so do we handle it correctly.

easiest way to test is in a party with someone (as the boots applies to any ally not just minions)

The flask effect applied you doesn't affect allies.
