Move notification tasks to worker instance / Перенести рассылку уведомлений на вокер

Once we moved them to worker scheduled task, notifier instances are no longer needed. However, this is not possible to do right now because different languages require different docker images (we have two notifiers for each supported language). May be this need to addressed together with making first steps towards internalisation (#257).
