Move regionStatQueueDrain scheduled task to worker / Перенести задачу regionStatQueueDrain на вокер

Currently we have to maintain a dedicated "primary" instance to run it, once it is moved to worker, "primary" is no longer required (although we need to make sure that region cache refilling task is run regularly on every instance, so they are synchronised in case of changes).
