RU: Просмотр и модерация списков пользователей и управление их правами

Add new interface kind - User list.

Sorting options (asc./desc.) by next fields:

1. Account name
2. User name (first/last)
3. Uploaded images (by statuses)
4. Posted comments (active/deleted)
5. Date of Registration
6. email
7. last ip-address
8. active restrictions
9. account type/statuses (admin, moderator, adviser, ...)
10. moderated regions
11. home regions

Filter options:

1. Account name (substring)
2. User name (first/last) (substring)
3. Uploaded images (by statuses) (from ... to ...)
4. Posted comments (active/deleted) (from ... to ...)
5. Date of Registration (from ... to ...)
6. email (substring)
7. last ip-address (substring)
8. active restrictions
9. account type/statuses (admin, moderator, adviser, ...)

For moderators should be displayed "moderatorial scope" - list of regions/topics

Additional modes:

1. Regional activity - see #110
2. Custom watermark settings (users with)
3. Custom downloading settings for image originals
