One item skipped when losing network then restarting

Steps:

1. Launch a harvest
2. Close laptop and reopen it in a place with no WiFi
3. Close laptop and reopen it in a place with WiFi
4. The tool is stopped, but the red "Stop" button is still visible
5. Press "Stop" then "Start"
6. Notice how one item is skipped. Check the item item's Wikidata has not been modified, even in cases where it should have been
