ServiceControl docs doesn't have versioning

This leads to "poor man"'s versioning by writing version numbers in the actual docs. See https://docs.particular.net/servicecontrol/creating-config-file as an example

In addition, the fact that the documentation is not "versioned" by ServiceControl version makes it hard to compare documentation for the current supported version and previous versions for those who are upgrading.
