Add NServiceBus License Reusable healthcheck ( or make LicenseManager a public class )

It would be great if the LicenseManager was made a public class so that there can be an open-source reusable healthcheck could be created. This would easily allow users to see license compliance in servicecontrol for licenses that are about to be expired and/or already expired licenses.

Looking at the LicenseManager class, I'm not sure it we'd want to directly expose everything in there, but the suggestion to have a way to provide license compliance information presented in ServiceControl is a good one!
