Scripting: Emitting scripts for creating/updating topology

In environments where running installers is not an option, even with the new API, it's not going to work, and scripts are needed.

Describe the requested feature

Allow emitting Bicep scripts to provision the topology before endpoints are deployed. Bicep is a common way to deploy infrastructure in Azure and supersedes ARM.
