Smart Linking: Remove inbound links

Is your request related to a problem?

When we first conceived Smart Linking, it was to display both inbound and outbound links. With the vision shifting to Engagement Boost, to my understanding Smart Linking should only be displaying outbound links. I'm looking for confirmation about this from @LauraKalnicky and @dabowman.

I've also confirmed that Smart Linking currently displays inbound (when they exist) and outbound links in 2 separate tabs. I think this does make the UI/UX a bit more complicated, so I'm in favor of removing this if we don't want it.

Remove the inbound linking capability/UI from Smart Linking.

Leave things as they currently are if they are as desired.
