Audit noopener/noreferrer usage in our links

We have links in different parts of the plugin, but mainly PCI. In some of them, we use noopener and/or noreferrer.

For the most part:

• I think all links should have noopener so our window can't be manipulated by the new window.
• I don't think there's a strong reason to have noreferrer in our links, since in my mind we do want to track this.
