The .exe does not open

I open the .exe but it displays "not responding" and never opens the program

OS: Windows 10

The same thing has been happening for me on Windows 10. And when I try running the .exe as administrator, nothing happens. Anyone else have the same problem?

Same. Not "Not Responding" but instead it opens a pure white window and immediately closes.
