Frame Limiter automatically enabling itself

I disabled frame limiter but it automatically turns itself on after certain cinematics and actions that trigger it in-game. Very annoying having to re-disable it every several minutes.

Does that happen without this mod? I'm confident that the mod doesn't affect anything related to any of the game options including the frame limiter, so it must be something else causing the frame limiter to automatically disable.

I used the most recent release of the SA downgrader from gtaforums to downgrade Steam SA to 1.0, also enabled almost all the extra settings it provides (such as Silentpatch) and then I installed Rainbomizer. The game runs fine, everything is random, but I play on a 144hz display at over 144fps. Idk what happens, but it's like something triggers the game to enable the frame limiter. One thing I forgot to mention is that, when that happens, for a single frame I'll see the opening GTA San Andreas image (the logo you see during the intro of the game).
