Overhaul Weapon Randomizer (Missions)

Some weapons are unnecessarily limited in some missions - need to go through every mission, testing the ones that currently are limited and considering how they could be changed.

Relatively easy to do since it's just a matter of doing missions and changing patterns in the config.
