Fix supermatter sandwich checker when using tongs.

What Does This PR Do

Fixes supermatter sandwich's completion check to take into account that tongs, while usually a necessary instrument in crafting the sandwich, are not actually the item added to the sandwich when they're used.

Why It's Good For The Game

Fixes #31144

Testing

Compiled, hosted, crafted a supermatter sandwich with tongs and crafted another supermatter sandwich without tongs.
