What Does This PR Do

Makes bandana icons change colors update after dyeing, in the inventory and worn on mobs. Also fixes a typo in 'neckerchief' while I'm at it.

Why It's Good For The Game

Fixes #31199

Testing

Compiled, hosted, dyed some bandanas different colors, wore them on head, neck, and face.
