Anomalous Particles continue disabling local gravity after expiration

Issue Description

When a cloud of particles has the local zero gravity effect, gravity is not restored once the cloud expires.

What did you expect to happen?

For gravity of a room to return to normal once a cloud expires

What happened instead?

Small section of hallway became permanently floaty, and anyone walking completely through would crash down to gravity without magboots.

Why is this bad/What are the consequences?

A small section of the station should not be eternally zero-g, people cannot walk through an otherwise normal room without magboots or collapsing

Steps to reproduce the issue.

  • Have active anomalous particles spawn with zero-g effect
  • Wait for it to completely expire
  • Try to walk through the room and float.

When did the problem start happening?

Possibly since the introduction of the objective, though I dont recall this being an issue then, so maybe sometime after

Can be fixed by turning the gravity generator on and off, did consider it when making the pr but figured engineering having to do minor work to fix it to not be that much of an issue
