Weird wheelchair movement and no wheelchair sound.

Issue Description

Wheelchairs behave in an odd way when moving and do not make sound when used.

What did you expect to happen?

for the wheelchair to make noise and move normally

What happened instead?

My sprite lagged behind the wheelchair as i moved to a tile. THEN someone tile shifted with me and my sprite stayed with the wheelchair this time, but the wheelchair was overlaying my sprite facing south, still no sound. I hopped off the wheelchair, got back on, and the sprite fixed itself. Still no sound.

Why is this bad/What are the consequences?

It looks strange and there is supposed to be sound.

Steps to reproduce the issue.

blow off your legs (unsure if this could be a cause), hop in a wheelchair, move around.

When did the problem start happening?

Unsure.

I believe I've fixed the sprite layering and lagging in this issue. I'm not aware of any wheelchair sound in this codebase, so if you want that it would probably warrant a feature request and not a bug report.
