[FIX] Cargo requests get deleted when requester cryos

What Does This PR Do

Supply orders that have not yet been approved and that were ordered on a personal account get removed from the cargo console if the owner of the account cryos.

Fixes: #26864

Why It's Good For The Game

Having orders that are permanently stuck in the request console is annoying.

Testing

Make an order that needs to be approved via personal account. Cryo. The order is no longer in the console.
