BRPD Auto-wrenching

What Does This PR Do

Opening another PR after I mistakenly closed #26775

Added auto-wrenching to the RPDs, without a tool dependency. They'll be able to wrench down (BRPD remotely too) but unable to unwrench. Added a UI toggle for auto-wrenching.

The BRPD now uses viewers() to check for line of sight, to prevent auto-wrenching being exploited.

Transit stations will need to be anchored manually and disposal bins, chutes and outlets now need a constructed trunk to prevent Fortnite gaming.

Why It's Good For The Game

This makes the BRPD relevant and allows it to be turned into a cyborg module.
