Allows Job and Species specific items to roll discounts

What Does This PR Do

This PR allows items that are limited to your job and species to roll discounts. It does NOT let you roll discounts for job or species items that you do not qualify for.

It does this by changing WHEN it populates the list of uplink items, from when the uplink is created to the first time the uplink is opened.

Why It's Good For The Game

There are a lot of expensive species and job specific items - having the occasional discount on them would allow oft-untouched items like the bee briefcase and the meat cleaver to see use outside of surplus boxes. This also means that IPCs would be able to roll discounts for their version of adrenals.

Created, removed, and checked a lot of traitor uplinks. Spawned a few surplus boxes to make sure that didn't break.
