Issue Description

When deconstructing a reinforced wall with a RCD that /cant/, it causes the suicide message, and animation to play, but doesn't do anything at the end of the do_after but slaps you in the face and takes five matter

What did you expect to happen?

Nothing to happen

What happened instead?

Why is this bad/What are the consequences?

Currently its acting like you're going to die if you deconstruct a reinforced wall. When in fact, all it does, is just remove 5 matter

Steps to reproduce the issue.

1. get a NORMAL rcd, one from a lathe.
2. attempt to deconstruct a reinforced wall
3. get scared because it says deconstructing user

When did the problem start happening?

No idea, the pr that added the suicide prompt was #24496 But then there was a refactor here. #25062 THEN there was another rcd thing here #25383 BUT THEN!!! there was ANOTHER FIX here! #25380
