Delays handing out of Traitor objectives

What Does This PR Do

All Traitor objectives are handed out somewhere between 5 and 15 minutes after arriving to the station. Adds extra traitors if the number of traitors is lower than it should be at the handout time

Why It's Good For The Game

Have you ever heard those "fun" captain anectdotes where they got rushed in < 30 seconds in their office? Causing the station to be on red alert from minute 1 and never leaving that because the pinpointer got stolen? The "fun" 5 minute chainsaw elite suit rush, aimed to immediately RR your target? Those are, in my opinion, not really fun. Hence this PR.

FAQ: Q: Can I still roll for antagonists when I have mindshielded jobs set to high? A: Yes! You will get assigned your traitor role as normal, but get the objectives a random amount of time later!

Q: Does this affect Changelings or Vampires? A: Nope! Unless the teams prefer those to be changed in this manner aswell (which I doubt), it'll only be Traitors

Q: Does this only affect the Traitor roundtype, or also mixed rounds like Trifecta? A: It affects all roundstart traitors

Q: How is Autotraitor affected? A: Only the roundstart Traitors are changed, the later added ones get their objectives as normal

Q: Are admin buttons affected? A: Nope! Adminbus away Things that need to be tested after it can hopefully be TMed on the Testserver:

  • [x] Totcling
  • [x] Totvamp
  • [x] Trifecta // This isn't a subtype of the normal traitors gamemode, so it doesn't get extra tots. It is also already chaotic enough that I didn't want that anyways
