Issue Description

All radios got updated sprites in #24629. The service radio had a sprite upgrade shown in the PR, but it did not translate to the game when merged.

What did you expect to happen?

New service radio sprite.

What happened instead?

Old service radio sprite.

Why is this bad/What are the consequences?

Sprite lost in transit.

Steps to reproduce the issue.

Look at service radio.

When did the problem start happening?

After #24629.
