Issue Description

I got smooshed and pelted with items by a vendor with its speaker off after rampant brand intelligence

What did you expect to happen?

For the vendor to not smoosh and aggressively advertise at me because its speaker is off

What happened instead?

I got smooshed and aggressively marketed towards

Why is this bad/What are the consequences?

Disabling the speaker is supposed to be one of the ways you disable the "MURDER" function of the vendors while retaining their functionality

Steps to reproduce the issue.

Get a vendor, start the "Rampant Brand Intelligence" event, turn off speaker in affected vendor, still die terribly

When did the problem start happening?

No clue, probably when vendoring was added/the event was reworked
