Adds a crew monitor for observers

What Does This PR Do

Adds a souped-up crew monitor for ghosts, available under the Ghost tab. This monitor functions mostly like the medbay one you're familiar with, plus some extras:

  • It tracks people regardless of whether or not they have suit sensors enabled
  • It has a button on the name dropdown to follow someone directly
  • It has a dropdown to jump between z-levels easily

Why It's Good For The Game

This lets ghosts get a clearer idea of where people are, without having to jump around the observe menu. Maybe it'll be useful for admins too?
