[WIP] Adds Syndicate organisations

What Does This PR Do

This PR adds Syndicate lore organisations. Each traitor player gets assigned an org that influences objectives and steal targets. You can pick your favorite in player preferences, making it more likely to roll.

Please do not review any vars marked as (TODO - LORE), as they will be replaced with proper lore before this is merged. If you want to contribute lore, please ping me (Pi) on the discord lore_chat. Members of the lore team will have final say on what gets in.

Why It's Good For The Game

The goals of these changes are :

Give the Syndicate additional lore flavor, that affects gameplay to a small degree Nudge the chaos of the round towards being calmer if less security players are aboard Make playing traitor easier or harder depending on player preference

I think these would all be positives for the codebase, and is a good way to implement lore from our lore team in a way that directly impacts gameplay.
