Syndicate Intel not showing up on cargo shuttle console

Issue Description

I sent a syndicate intel over a closed crate through the cargo shuttle as QM. When I checked my console during and after the shuttle went to CC, it didn't say in the console messages that CC had received the documents and paid us 750 credits.

What did you expect to happen?

I expected the console to tell us that we gained 750 credits, like what your wiki says, "https://www.paradisestation.org/wiki/index.php/Cargo_Technician#Exporting_Goods"

What happened instead?

Either nothing happened, or the money was silently added to our account. I didn't check prior to sending it off, so I'm not sure if we magically gained the 750 or if the 750 never came through in the first place.

Why is this bad/What are the consequences?

We are robbed of the credits, and the person who obtained it in the first place is now upset considering their hard work is for nothing.

Steps to reproduce the issue.

Try sending over the syndicate documents through the cargo shuttle, then view it on the shuttle console in cargo.

When did the problem start happening?

When I received a syndicate intel from an assistant (I don't know how the assistant has it), I sent it over to CC expecting to be paid, then I would go and send some credits back to the assistant for bringing it to me. Then I never saw proof that the cash actually was added.

Extra information

This could happen to other items, but I'm not sure since I only tried to do this with the syndicate intel.
