Emping a chameleon voice modulator can turn it into the base headgear.

What did you expect to happen:

Get any other headgear.

What happened instead:

??Honk??

Why is this bad/What are the consequences:

Bad item.

Steps to reproduce the problem:

1. Equip the chameleon voice modulator.
2. Emp it enough times to roll the base type.

When did the problem start happening:

Noticed today 16.10.2022.
