What Does This PR Do

The wizard will no longer shout and spawn smoke when cancelling the teleportation spell.

Why It's Good For The Game

Fixes https://github.com/ParadiseSS13/Paradise/issues/19331

Testing

• Used the spell and pressed esc to cancel it, wizard didnt shout/smoke.
